when is it best to spin, and what places are good for it, and whaty leurs do u use?

morning and evening for bass apparently . places depends on what lure you using and likewise the lure depends on the place. like different type grounds etc. shallow rocky grounds go for poppers. deeper water deep diving plugs . thats all i can think of atm
