As someone who uses a drogue / sea anchor when fly fishing from a boat on inland waters for fishing on the drift, I was just wondering if they have a place in small dingy (16') sea fishing?

Yes they do mate, for exactly the same reason you use them inland! Also when at anchor a drouge out the back can stop you swinging about in the wind. Also if you need to carry out any repairs in the boat stick it out the front and you will sit head into the wind and make everything much easier.

As Rob says...useful for keeping the boat running downtide, particularly when there are strong side winds.
I use mine around slack and just as the tide is turning, to get the boat straight before there is enough tide to keep here in one place.
Nothing worse than the boat swinging as first the wind and then the tide swing the boat all over the shop....no end of tackle lost and tangled during that phase of the tide.
But it also depends on your boat design. My old Wilson sat true to the tide everytime; yet the Raider 18 that I have now is a bloomin bitch for swinging around.
