Can anyone give me some advice on why my bubble float with about 2 ft of line to a rubber sandeel keeps getting tangled when I cast? What am I doing wrong?

Two foot is too short. Use a nice quality line for your snood length and make it more like 4 or 5 foot long, as much as you can use really and still be able to cast it alright. Use American snapp swivvels on each bubble eye and you shouldnt have so many tangles. Jerking your gear slightly once it lands on the water should stretch your snood to its full distance before you begin your retrieve too.

Increase the 2 ft to 3/3.5ft. Go for an oval shaped bubble instead of a ball shaped one. Look at using a low memory line (15lb clear amnesia would be fine) Feather the line with your finger near the end of the cast to let the eel swing ahead of the float. The odd tangle is inevitable but follow the points above and it should be pretty much hassle free.

Looks like all equipment issues have been covered.
However, I think you need to re-evaluate your casting technique, for this tends to be the main cause of end tackle tangles.
I suspect you might be "forcing" your cast, instead of allowing the rod to do the work. The action of forcing the cast makes the rod jerk the end tackle at the apex of the cast. That causes the two weighted ends of the leader to orbit each other, causing a tangle and reducing the length of the cast. (You should be able to watch it happening)
Try slowing your wrist action (like you ask your missus to) and make your action through the cast a little deeper. This should improve the length of the cast and minimise orbiting of the end tackle. It also uses much less energy.
