A 6hp will probably do I used to have a Explorer Elite 16.5 and i used to have a merc 4hp 2 stroke.

hi i have a 17ft wilson flyer and a 2.5 yamaha aux it pushes it along at 5mph which is about right so anything around 2.5hp and 5hp would be good for you.

3.3 - 3.5HP 2stroke, you dont really want the weight of a 4-6hp fourstroke on your transom I have a couple for sale if your interested...

6hp ideal,extra weight not a problem ,any smaller and you will struggle with a strong tide ,the shape of the boat,(bow),and the weight of two people, make sure you know whether you need a long shaft or short!! to be compatible with transom,
a piece of advice that has served me well in the past is to make sure before set out you start and run spare engine, i know a few who havnt and when it was needed it didnt start.
small engines have small fuel tanks,if possible convert fuel supply to fit main tank, trying to refill an integral tank on a boat in anything but flat calm is a no go,
