Looks like a piece of broken up starfish to me. One often finds them after there has been a bit of a blow as we have had recently - they get washed up and broken up by the big waves.

It certainly looks like a thornback tail. The commies use the wings to make scampi (with emphasis on the Scam-pi). Cheaper than using langoustine. Might account for the finding of several on one beach.
