Looks like a bird attack whilst it was in the shallows prob as andy said a heron or cormerant perhaps .

there is a cormerant that fishes around the pier its always bringing fish up in the summer its probably him hes probably in the pub right now telling his mates about the one that got away...lol...cheers anyway lads

would put my money on a heron id go with that too.... once saw a heron take a flounder from about 8 inches of water and fly away with it completely impaled on its beak!
