Dean did some digging about earlier, and after talking to a m8 of his and steve almark it appears that it was the local club, a group of blokes who fish all over the southeast corner, both people who dean spoke to, said they are going to have a right go at the club, (1 of the blokes actually fishes in there matches) so he was especially peeved. He said any spare fish are given to a boat for loading pots usually, and the rest thrown in the sea, out of site, out of mind, which doesnt actually stop the wastage obviously.
